400 cranks are suitable for converting into 383 stroker- so if you have a 350 chev that you are about to rebuild .

torque, a 383 is probably the best choice. A 383 is a 350 that's been bored
.030 over and uses a 400 crank and 350 connecting rods. A 383 is superior to a
400 because the bore of the 400 is too large. There's no space left
between the cylinders for water jackets so cooling is compromised.

You need a 350 block to start off with. You should take the block to a machine shop and have them dip it, machine it (make sure to tell them you plan to make a stroker out of it so they can machine the crank journals) 383 is a 350 bored .030 with a 3.75"crank (a crank with the same stroke as a 400 small block). A stock 350 has a 4" bore (4.000) and 3.48" stroke, while a 400 has a 4.125" bore; a 383 has a bore of 4.030 and stroke of 3.75". You can build any variation of strokers by changing the bore diameter. You can use a 400 Crank, but it will need to be machined for the 350 block.
